KITTLEMAN NAMES NEW ADMINISTRATOR FOR OFFICE OF HUMAN RIGHTS Calls for recommendations to review hearing process and community outreach ELLICOTT CITY, MD – Howard County Executive Allan H. Kittleman today named the Reverend Dr. Barbara Sands to head the county’s Office of Human Rights. Dr. Sands will oversee a review of the office’s organization and the process used to handle complaint cases brought before the Human Rights Commission. An earlier plan to reorganize the office has been put on hold until Dr. Sands’ evaluation is completed. “As administrator, Dr. Sands will evaluate the important work of the Office of Human Rights,” County Executive Kittleman said. “She will make recommendations to me on how we might improve the ability to resolve cases quickly. She also will lead efforts to develop a strategic plan for expanded education and community outreach.” Dr. Sands has broad experience in human rights issues and pastoral ministry. She currently serves as Pastor of the West Liberty United Methodist Church in Marriottsville, Md. and as a chaplain and Patient Relations Coordinator for Anne Arundel Medical Center. “My calling into the ministry and my pastoral experience has prepared me to continue in this new job and serve people of different cultures and faiths,” Dr. Sands said. “I hope to bring peace, unity, and justice to all the people I encounter.” Dr. Sands holds bachelor’s, master’s and doctoral degrees from Howard University and also earned a degree in radiation technology from Johns Hopkins University. In addition to naming the new administrator, Executive Kittleman will put forth an amendment to Council Bill 4 that is currently pending before the County Council. The amendment will change the definition of sexual orientation to be more consistent with the LGBT community’s current philosophies. Executive Kittleman has long championed LGBT rights and marriage equality. He is committed to protecting human rights and is confident in Dr. Sands’ leadership to improve efforts in this area. |
